The Human Resources Manager (HRM) is responsible for managing the Domestic HR of the section and meet the MSF SA HR standards as well as implementing the 3-year HR strategy defined by the HR Director. The HRM is also responsible for ensuring that HR policies and procedures are communicated and implemented on a consistent, fair and transparent basis and providing advice to staff/management team relating to domestic HR issues. The HRM coordinates training and development, recruitment, the MSF SA internship programme and assists Directors & Unit Heads, supervisors and other staff with methodologies related to career planning, performance management and employee relations.  


Strategic Planning, Reporting and Communication

  • HR Manager takes part together with the HR Director in preparing the annual plan of action of the Domestic HR unit in line with the 3 year HR strategy
  • Planning strategic communication to staff with regards to any domestic HR dossiers
  • Global Data Protection Regulation (GDPR) and Protection of Personal Information Act (POPI) – in charge of long-term compliance  of the domestic HR function
  • Symphony HR: Coordination of migration to new HRIS (Symphony) in 2019 and related change management communication
  • Annual budgeting for Domestic HR and monitoring the budget
  • Quarterly reporting of Domestic HR Activities
  • Development of Key Performance Indicators
  • Developing a personnel budget for MSF SA, together with the HR Director and Finance Director

Recruitment and Orientation

  • Annual planning of recruitment, together with the relevant department heads
  • Coordinating the recruitment process at MSF SA, and serving on the panel
  • Scoring of positions according to Hay methodology
  • Develop a frame for HR Orientation for all new staff and ensuring that all staff are aware of HR policies and procedures in liaison with the knowledge management project lead

Training and Development

  • Develop a staff mobility strategy in line with the MSF SA HR strategy and global MSF HR principles on staff mobility and team diversity (i.e. Implementing Field Office Project)
  • Developing an annual training plan and managing the HR training budget
  • Coordinates the implementation of all training and development activities and providing training and development information to staff
  • Regular reporting on training activities to the HR Director, both qualitative and quantitative (including Employment Equity, Workplace Skills Development)
  • Ensuring that the Training and Development policy is implemented consistently and liaising with the Training and Development committee on MSF-funded training
  • Support unit heads and directors in setting up career development initiatives for their staff, including career counselling sessions, personal development plans and determining career development processes.
  • Ensuring that a proper performance management system is in place and following fully understood and used by supervisors.

Human Resources Management (domestic HR)

  • Drafting and amending new and existing HR Policies and guidelines for the review of the HR Director
  • Providing strategic support to supervisors or any other staff regarding HR policies and procedures, including grievances, disciplinary matters and other HR-related issues, within the legal framework of South Africa
  • Liaising with legal partners on strategic legal matters (lawyers, CCMA etc.)
  • Act as Account Owner of the HRIS (BambooHR)
  • Conducting exit interviews with all staff prior to their departure and giving feedback to the relevant Unit Head

Internship Programme

  • Pro-actively engage with the Health and Welfare SETA on internship funding opportunities, including drafting of proposals
  • Determines together with the Department Directors & Unit Heads the number and type of interns required per cycle
  • Recruits and enrols interns into the program
  • Develops and implements orientation and evaluation sessions for interns
  • Coordinates intake, mid-term and final evaluations
  • Facilitates/arranges  for sessions on soft skills such as good communication, effective time management and  problem solving in order to  maximise  on-the-job experiences
  • Coordinates with unit heads and other managers to ensure that interns successfully participate in the internship program and are supervised adequately by the appropriate supervisor
  • Coordinates with unit heads to troubleshoot intern workplace problems
  • Provide an analysis based on  data for the evaluation,  program improvement and end of year reports


  • Monthly validation of the payroll (Sage VIP)
  • Ensure reports and backups are made




  • Minimum of three to five years professional experience working in HR management
  • Experience in a multi-cultural setting
  • Experience in training and development (desirable)
  • Experience in the humanitarian sector (desirable)
  • Experience in digital recruitment platforms (desirable)

Knowledge, Skills, and Abilities

  • Knowledge of South African Labour Law (LRA & BCEA), Employment Equity, SETAs
  • Knowledge of the South African academic and training landscape
  • Strong interpersonal and human relations skills
  • Strong Microsoft suite skills (Excel, Word, Powerpoint)
  • Strong written and oral communication skills, including public speaking and Listening skills


  • Bachelor's degree (required) and master's degree (preferred) in human resources, , or a related field


  • Contract Type: 1 year (renewable, with potential to become permanent)
  • Location: Johannesburg 
  • Salary package: Basic salary: R29 000+ (experience taken into account); medical aid contribution; additional 10% retirement allowance
