2. Purpose of the Role

MSF Ubuntu Recruitment Manager is to oversee the Organisation’s recruitment process in its entirety, from the demands, awareness, engagement, conversion, assessments, and induction. This includes designing and modifying recruiting policies and procedures, recording recruiting metrics, supervising the recruiting team and monitoring the recruiting team’s performance.
The role is responsible for building a coalition of networks to enable access to relevant information and key stakeholders to drive the recruitment strategy

Reports to: MSF Southern Africa HR Director

3. Tasks & Responsibilities:

3.1 Assess, plan, and develop short and medium-term Strategies to achieve recruitment Objectives.

  • Engage with Section management, OCs and DA to determine the human resources needs from operational activities, future operational ambitions and head office.
  • Coordinate with other departments and Career Managers to anticipate future hiring needs. This will give the Recruiting team ample time to plan for those needs and to develop a recruitment strategy in advance.
  • Analyse the human resources potential and current pool within MSF Southern Africa, and provide an overview of potential manpower resources
    Develop, review, and implement new policies, procedures and guidelines to improve results. They rely on their professional experience and knowledge to understand challenges and develop solutions for different situations that emerge.
  • Coordinates the recruitment tracking and reporting activities across FHR and Head Office to recommend improvements to tools, methods and workflows.
  • Coordinate recruitment data analysis and sharing sessions with the FHR & Head Office regularly (quarterly) to influence and support the teams' actions toward improved outcomes with regular follow-ups.
  • Assess and review the recruitment targets within the criteria and timeframe agreed with the OCs and Section. Maintains complete and accurate records of the recruitment process and its results, and produces monthly and other specialised reports.
  • Plan awareness and branding strategies and develop means and resources to achieve them.
  • Develop initiatives that could bear results when engaging and converting the required candidates.
  • Participates in Recruitment networks/platforms to engage, influence and assess potential information impacting the Section and recruitment strategies
  • To manage the administration of all recruitment records, ensuring that these are complete, accurate and up to date.
  • The position analyses a range of recruitment data and activities and monitors the impacts and quality of recruitment activities, providing recommendations in regular reports (monthly)
  • Monitoring and analysis work provides data-driven recommendations to inform strategy development and tactical improvements for recruitment activities, validated by HRD.
  • Developing, reviewing, and managing the recruitment annual budget
  • Drafting and presentation of the recruitment annual plans in line with the department strategy


3.2. Awareness raising and outreach to target groups

  • Provides recommendations to FHR and Head Office for recruitment promotion strategies based on the overall HR strategy and implementation plan. The position assigns responsibilities and tasks to the relevant team members
  • Establishes and maintains contacts with professional associations, as well as with relevant universities in Southern Africa, in relation to raising awareness and establishing recruitment platforms;
  • Networks with selected associations, educational departments at relevant academic institutions for MSF’s medical and humanitarian efforts to raise awareness and positioning of the organisation;
  • Carries out recruitment outreach campaigns and events for the profiles with the support of the Communications Department
  • Suggests and develops promotional recruitment communication materials for profiles in consultation with the Communications Department
  • Builds networks and communication channels to applicants by researching and contacting universities, employment agencies, recruiters, media and internet sites; providing information about the organisation, opportunities; organising presentations; maintaining contacts.

3.3. Manages the recruitment process to achieve HR requirements.

  • Supervise end-to-end recruitment and selection process as described in the relevant Recruitment documents, always ensuring the quality of the process. Responsibilities include CV screening, technical competency checks, competency-based interviews, Facilitation of the intake process, Collection and verification of candidate documents and credentials.
  • Ensure that the communication with candidates for the purposes of recruitment and is responsible for providing all necessary documents and information for an accurate and comprehensive understanding of the organisation’s values, way of operating, working conditions and other critical information.
  • Responsible for the proper maintenance and update of the Recruitment HR Software.
  • Brief and collaborate with the Communication Department to conduct website technical audits, review, and update content to ensure that the website and content are in line with the recruitment strategy and approach
  • Collaborate and work with career managers and Unit Managers to ensure the right profiles are prioritised for recruitment.
  • Develops and recommends new recruitment innovations (digital, etc.).
  • Make sure that there is a proper handover to the HR team

4. Qualifications

Education:

  • Graduate degree in Human Resources or related field.
  • 3- 5 years of professional experience in recruitment (both at a strategic and practical implementation levels).
  • Excellent technical knowledge of recruitment metrics and analytics tools.
  • Effective analytical abilities to successfully evaluate the recruitment cycle (awareness, engagement, conversion, assessments, and induction ) and provide recommendations.
  • Thorough understanding of the OC recruitment operational trajectory, policies and procedures
  • Labour legislation governing recruitment practices
  • Management of staff

5. Desirable

  • Experience in management and technical knowledge of recruitment.
  • Substantial experience in managing the recruitment cycle
  • Ability to analyse data and recruitment metrics

7. Working Relationships (Internal and External)

  • This role ensures close collaboration between the communications and, through coordination of some activities, reporting & strategy development.
  • Will liaise with MSF recruitment colleagues internationally to create and maintain meaningful exchanges that influence insight and practices, and share insights with MSF Southern Africa teams.
  • When required, provides ad hoc recruitment support to other MSF departments based on approved requests.
  • Externally, the role will liaise with universities, professional associations, recruitment platform service providers, and governmental departments.

8. Key Challenges

The role faces initial challenges balancing the recruitment needs of operations and the Head Office, as this function and way of working are new. This includes consistently monitoring and assessing operational trends and implementing data-driven recommendations to the HR team. This will require active cooperation with Head Office departments, operations and OCs. In particular, this role recommends changes to workflows, coordinates tracking activities across recruitment key stakeholders, and ensures quality assurance across different platforms to optimise.

  • Essential: Proficiency in English.
  • Desired: other MSF working languages.

  • The Salary R 48 209,76
