Voices of the people: "Security is the most important thing"

This report covers the main findings of an internal MSF investigation which analyses the response of each actor. Its main conclusion is that the UN peacekeeping force, mandated to protect the camp and civilians, was completely inadequate in its response, with its intervention coming far too late. Humanitarian agencies were also found to be slow to react, relying on security advisories from the UN, completely divorced from an independent assessment of people’s needs.
